Greetings from Spain! I wonder if you still need this, but who cares. I’m sharing!
Here’s how to get DeflOpt working. I’ve written a simple bash script for it. Enjoy

#!/bin/bash

cd /temp
mkdir DeflOpt
cd /DeflOpt
wget http://www.walbeehm.com/download/DeflOpt207.7z
7z x DeflOpt207.7z -y
chmod 777 DeflOpt.exe
cp DeflOpt.exe /usr/bin/

For PNGOUT, I recommend using the latest package:
http://static.jonof.id.au/dl/kenutils/pngout-20091108-darwin.tar.gz
